Northampton County is the southern 35 miles of a 70 mile long stretch of the Delmarva Peninsula known as Virginia's Eastern Shore. "The Shore" as it is affectionately named, is cradled by the Atlantic Ocean and Chesapeake Bay or what is known locally as Bayside and Seaside. The Seaside, in particular, contains the largest island wilderness chain on the U.S. Eastern Seaboard.

The Shore is a place that has somehow managed to remain relatively unchanged through the times. Its pristine condition is mainly a result of the surrounding waters of the Chesapeake Bay and the County's isolation to large East Coast metropolises such as Virginia's Tidewater Area (Virginia Beach & Norfolk). Generations of families have been left to their own and have created a rich tradition of living off the land through farming and fishing. For centuries a unique harmony, between mankind and nature, has evolved from these circumstances.

Northampton County's central location on the Eastern Seaboard places it less than a 1 day drive from areas such as New York City, Philadelphia, and Washington, D.C.

Northampton County contains numerous natural and cultural sites, including two large public parks, Eastern Shore of Virginia National Wildlife Refuge and Kiptopeke State Park, located at the southern end of the county. Historic townships, such as Eastville, Cheriton and Cape Charles contain buildings that speak to over 350 years of architectural design in the United States.

Public Notice

The Northampton County Wetlands Board will meet Wednesday, July, 15, 2015 at 9:00 a.m. in the Board Chambers located at 16404 Courthouse Road in Eastville, VA, for the purpose of considering the following wetlands/coastal primary sand dunes matter under public hearing and to conduct regular business.

VMRC 2015-0440: James A. Kelly, IV wishes to repair and expand an existing wharf/pier. The wharf area will now consist of a 40-foot long by 5-foot wide walkway, the existing 146-foot long by 4-foot wide T-head, a 101-foot long by 5-foot wide platform channelward of the existing T-head, a 60-foot by 18-foot platform landward of the T-head, two (2) boat slips with mooring poles, and intake and outfall pipes to support aquaculture upwellers and a water pump situated adjacent to the property along Nassawadox Creek. The property is located at 5489 Bayford Road, in Bayford and described as Tax Map 19, double circle A, parcel 28.

Anyone interested in the above matter should attend the scheduled public hearing. The application may be viewed in the Planning & Zoning Department located at 16404 Courthouse Road in Eastville, Va. The Northampton County Planning Commission will meet on July 7, 2015, at 7:00 p.m. in the Board Chambers located at 16404 Courthouse Road in Eastville, VA., for the purpose of conducting public hearings on the following matters.

A) Special Use Permit 2015-08: John & Jill Davis have applied to operate an Other Retail Establishment, less than 2500 square feet (NCC 10/21/2009, Appendix A, Category 3 Commercial Uses, #72), Qualifying Rural Business – Country Store selling produce and products principally grown or made on the Eastern Shore, including agricultural produce, aquaculture products, other seafood, and accessory products as defined herein, including artwork, books on Eastern Shore history and other items (NCC 10/21/2009, Appendix A, Category 3 Commercial Uses, #84 and Section 154.127 Low Impact Commercial Uses B(1)(4)(n)) and Qualifying Rural Business – Restaurant (sit-down; not fast food establishments) with 50 or fewer seats (NCC 10/21/2009, Appendix A, Category 3 Commercial Uses, #84 and Section 154.127 Low Impact Commercial Uses B(1)(4)(hh)) on property located at 6026 Occohannock Neck Road in Jamesville. The property, described as Tax Map 7, double circle A, parcel 34 and is zoned H, Hamlet.

B) Special Use Permit 2015-09: Winston Custis, Jr. has applied to locate a Manufactured home, single-wide on permanent foundation (NCC 12/28/2000, Appendix A, Category 7 Residential Uses) on property described as Tax Map 9B, double circle 3, parcel 12, near Exmore is zoned ESD-RVR, Existing Subdivision-Rural Village Residential and contains 32,447 square feet in area.

The Northampton County Board of Supervisors will also conduct public hearings on the above items on Tuesday, July 14, 2015 at 7:00 p.m. in the Board Chambers.
The applications will be on file and open to public inspection in the office of the Clerk of the Board of Supervisors and in the Department of Planning & Zoning located at 16404 Courthouse Road, Eastville, VA. Anyone wishing to comment on the above items is invited to attend the meetings and make their comments known.

Press Release

We are sad to announce that Charles McSwain, Director of Economic Development, will be retiring on July 31, 2015. For the last three years, he has led economic development efforts for the County and we are extremely grateful for his level of success in bringing further continued employment to the County.

This position had not been filled for at least fifteen years prior to Mr. McSwain’s employment and was much needed in order to refocus the County’s efforts on business development and improving how the County interacts with its customers, citizens and business interests in our regulatory environment. He was instrumental in assisting Bayshore Concrete Products in securing a Governor’s Opportunity Fund grant in the amount of $150,000 which allowed Bayshore to secure multiple construction contracts and bring its roster of full-time employees in excess of 300. He has worked tirelessly in streamlining the departmental operations of Building, Planning, Zoning and Code Compliance as the County is continuously challenged with administering very complex state and federal environmental and building regulations.

The County has engaged Springsted, Inc., in the solicitation and recruitment of a new Economic Development Director.

The regular meeting of the Eastern Shore of Virginia Public Service Authority, scheduled for Tuesday, June 16, 2015 in the Main Conference Room of the County Administration Building, 16404 Courthouse Road, Eastville, Virginia, has been changed to Monday, June 22, 2015, commencing at 5:00 p.m. in the Board Room of the County Administration Building, 16404 Courthouse Road, Eastville, Virginia. The public is invited to attend.


Applications are currently being accepted for funding under the Northampton County Tourism Grant program. All funded projects must complement and advance the Tourism Strategy adopted by the Eastern Shore of Virginia Tourism Commission.
To be considered for the tourism grant funds, applicants must complete an application and return it to the Northampton County Administration no later than June 1, 2015. Grants will be awarded to selected projects by June 15, 2015.

State Water Resources Plan open for public comment

The draft Virginia Water Resources Plan, the Commonwealth’s first comprehensive effort to incorporate information from locally developed water supply plans, is available for public review and comment through May 8, 2015. The plan is a compilation of the information from local and regional plans and includes an analysis of how future water demand may affect key water uses. Among the main components of the plan are an extensive look at surface water and groundwater sources, and an assessment of the capacity of these sources to meet the projected demand to 2040.
