NOTICE OF JOINT PUBLIC HEARING


BEFORE THE NORTHAMPTON COUNTY BOARD OF SUPERVISORS, THE TOWN COUNCILS OF THE INCORPORATED TOWNS OF CAPE CHARLES, CHERITON, NASSAWADOX AND EXMORE AND THE EASTERN SHORE OF VIRGINIA PUBLIC SERVICE AUTHORITY

PLEASE TAKE NOTICE, that the above-captioned public bodies will conduct a joint public hearing on June 28, 2010, at 7:00 p.m. in the auditorium of the former Northampton County Middle School, located at 7247 Young Street, Machipongo, Virginia, to consider the applications of the incorporated Towns of Cape Charles, Cheriton, Nassawadox and Exmore to become members of the Eastern Shore of Virginia Public Service Authority (“the Authority”) and to amend the Articles of Incorporation of the Authority to provide that the number of members of the Authority’s Board of Directors be increased from five (5) to ten(10) and for the powers of the Authority shall be exercised by ten (10) Authority Board members, all of whom shall be appointed in the following manner: One (1) Authority Board member shall be appointed by each of the four (4) member towns (Towns of Cape Charles, Cheriton, Nassawadox and Exmore), and six (6) At-Large Authority Board members shall be appointed by the Northampton County Board of Supervisors, which appointees may or may not be members of the respective governing bodies.

A copy of the resolution of the Authority and the proposed ordinance of the County and of each Town may be obtained at the temporary offices of the County, located at the former Northampton County Middle School, located at 7247 Young Street, Machipongo, Virginia and at the Town Offices of the Towns of Cape Charles, Cheriton, Nassawadox and Exmore.

Our Eastern Shore Ground Water
Part I – Where is the ground water and how much is there?
With an overview of Accomack and Northampton County’s Water Supply Plans

The Eastern Shore of Virginia Ground Water Committee invites you to the first in a series of public workshops aimed at providing specific information on the Shore’s ground water resource used in each of our lives daily. This presentation will explain exactly where our ground water is located and detail how much is available. Britt McMillan, Consulting Hydrologist to the Ground Water Committee of Malcolm Pirnie, Inc. will be presenting.  Britt has consulted the Ground Water Committee for over a decade and has a broad understanding of the Shore’s ground water resource. His enthusiastic presentation covers the following:

  1. A review of the theory behind groundwater flow.
  2. The Water Balance – where does the water come from, how does it get there, and where does it go?
  3. How and where water is used on the Shore and effects on the resource?
  4. What limits our use of ground water?
  5. Water Supply Planning – what is being done to manage our ground water resource?

 

The seminar will be held at the Shore Bank Financial HQ Building, 25020 Shore Parkway, Onley, Virginia, on Wednesday, June 9th, from 6:30 to 8:00 p.m.  Refreshments will be served.

NOTICE OF PUBLIC HEARING

The Board of Supervisors of the County of Northampton, Virginia, will hear public comments on the estimated revenues, projected expenditures and supporting tax rates of the Fiscal Year 2011 Budget as set out below at a public hearing scheduled for Tuesday, June 8, 2010, at 7:00 p.m., in the former Machipongo Middle School auditorium located at 7247 Young Street in Machipongo, VA. The Northampton County Board of Supervisors has filed to rezone 3.80 acres from TE-1 Town Edge-1 District to TE-2 Town Edge-2 District.The County has filed a concurrent application for a special use permit to operate a temporary public waste center on the property. New Citizen Alert System Now In Place

Northampton County announced today the launch of Northampton Alert (www.northamtponalert.com ), an emergency text messaging system that will communicate critical information to first responders and the public during a crisis. See link below for more information.

NOTICE OF PUBLIC HEARING

The Northampton County Board of Supervisors will conduct a public hearing on Tuesday, June 8, 2010, in the former Northampton Middle School auditorium, 7247 Young Street, Machipongo, Virginia, at approximately 7:00 p.m., for the purpose of receiving the views within the Northampton County School District regarding the appointment of one District One Member and one At-Large Member of the Northampton County School Board.

Those interested in being considered for appointment to the School Board should file an application for same in the office of the County Administrator.

Prior to May 13, 2010, the County Administrator’s Office is located at 16404 Courthouse Road, Eastville, Virginia. As of May 19, 2010, the County Administrator’s Office will be located at 7247 Young Street, Machipongo, Virginia.

Applications may be obtained from that office during regular business hours and should be returned to that office no later than 5:00 p.m., Tuesday, June 1, 2010. Additional information regarding this appointment may be obtained by calling the County Administrator’s Office at 757/678-0440.

PUBLIC NOTICE

To address budget reductions for Fiscal Year 2010, Northampton County has imposed furloughs (unpaid leave) for the full staff of the following departments: County Administration, Planning & Zoning, Building, Finance, IT, Facilities Management, Public Works, Parks & Recreation, Code Compliance)

Furlough Dates Include:

Friday, October 9, 2009
Monday, December 28, 2009

Additional furlough dates will be imposed throughout the year for selected staff, and will be advertised. These additional dates will not result in the closure of the county offices


PUBLIC NOTICE

In an effort to reduce costs, the Northampton County Board of Supervisors has reduced the operating hours of the County’s Waste Collection Centers, to be effective Sunday, November 1, 2009. New Operating Hours are :

Monday—Saturday: 7:30 a.m. to 12 noon and 2:00 p.m. to 6 p.m.
Sunday: 2:00 p.m. to 6:00 p.m.

The County’s Sanitary Landfill will also implement its Winter Hours’ schedule effective November 1, 2009 through February 28, 2010.

Monday - Friday: 8:00 a.m. to 3:30 p.m.
Saturday: 8:00 a.m. to 12:00 noon

Broadband Telecommunications Survey

Capitol Improvement Plan

As of May 2007, several phases of the new 55-acre County Complex have been completed.

Phase I

  • Construction and completion of a 6,725 sq. ft. Temporary Housing Unit (jail facility) in September 2004 at a cost of $1,269,525. The purpose of this facility significantly reduces the number of inmates being housed in other facilities due to the limitations of the existing 1914 jail building. This facility will be converted into office space for the Sheriff and law enforcement personnel as well as the Emergency Operations Center upon the completion of the Regional Jail facility.
  • Construction and completion of a 14,577 sq. ft. Social Services Building in January 2005, at a cost of $2,075,081.
  • Construction and completion of a 24,500 sq. ft. Courthouse in January 2006, at a cost of $5,479,956. The facility provides a long-range solution to the space needs of the Circuit Court, General District Court, Juvenile & Domestic Relations Court as well as the Clerks of each of these courts, and the Commonwealth Attorney’s Office.

Phase II

  • Construction and completion of the Eastern Shore Regional Jail facility to serve Northampton and Accomack Counties. The core infrastructure services have been designed and constructed to accommodate the full 325-bed correctional facility; however, only the first phase of the housing pods, totaling 145 general confinement beds, has been constructed. The facility opened in July 2007. Total cost is $23,656,826 with an estimated reimbursement from the state of $11,573,614.
  • Construction and completion of a water tower and wastewater system for the County Complex buildings, including the existing County Administration building. This infrastructure was included as part of the regional jail, social services and courthouse capital budgets.

Phase III

Funding has been obtained to complete the final phase of work on the County Complex which includes the following:

  • Conversion and renovation of the Temporary Housing Unit into the Sheriff’s Office and the Emergency Operations Center. This project, which totaled $1,269,525.00, was completed in September 2008.
  • Renovation and expansion of the County Administration building, incorporating the 1899 courthouse and the 1914 jail into this renovation project. At April, 2010, this project, which has a $4.56 million budget, is currently underway with the asbestos and lead paint removal portion of the project being bid at this time. In May, 2010, County offices affected by the renovation will move to the former Northampton Middle School building in Machipongo for the year-long renovation project.
  • Construction of a new building near the new courthouse to house Juvenile & Domestic Relations Court Services, which is currently using office space on the second floor of the 1899 courthouse. At April, 2010, this project, which has a $648,000 budget, is currently underway with construction bids to be received in May 2010.

The County has actively upgraded its method of collection and disposing of municipal waste. A total of six manner waste collection centers, located in each election district, are being constructed. These centers will allow for the collection of residential trash as well as recycling material, scrap metal, bulky items, waste oil and car batteries. Construction of the District One site in Cheapside is anticipated for Summer, 2010.” A site for District Four is still being sought.
