Northampton County I.T. Director Wins Award


Northampton County I.T. Director, Mark Heneghan, holds the VA APCO Information Technologist of the Year Award for 2019. The awards conference was cancelled due to COVID-19 and instead presented to Mr. Heneghan in the Northampton County Boardroom on September 4, 2020 by 911 Director, Jeff Flournoy who sent in the nomination. Northampton County I.T. Director, Mark Heneghan has received the Virginia Chapter of the Association of Public-Safety Officials (VA APCO) Information Technologist of the Year Award for 2019. Mr. Heneghan was nominated by ESVA 911 Director, Jeff Flournoy who oversees emergency communications for the Eastern Shore. The awards presentation was scheduled for May 2020 and rescheduled for later this year but the Coronavirus caused the conference to be cancelled. Instead, Mr. Flournoy presented the award to Mr. Heneghan at a Department Head meeting on Friday, September 4, 2020.
According to the VA APCO Telecommunication Awards Program the Nominee must meet the following criteria:
"The Information Technologist or RF Technologist of the Year award recognizes an individual who has demonstrated extraordinary technical knowledge and expertise in their support of public safety communications. The nominee must:
- Demonstrate a thorough knowledge of computer and information technology systems
- Provide technical support related to the effective operations of a communications center
- Participate in the evaluation and implementation of new computing technologies
- Provide project management for large scale support projects
- Perform routine to complex level application support work on the agency's computer application systems
- Perform advanced level communications work related to the purchase, installation and maintenance of communications equipment
- Demonstrate the ability to work with many different user agencies or
- Manage the installation, operation and maintenance of radio communications equipment
- Maintain a working knowledge of all public safety radio communications systems and equipment including 800 Mhz, P25, UHF/VHF radios, repeaters and mobile radio networks
- Install or oversee the installation of site ground, antenna systems, security systems, generators, towers, fuel systems and site alarms
- Prepare and maintain required records for FCC license
- Plan for infrastructure additions, site expansions and improvements as needed to insure coverage and system reliability
- Assist with developing and presenting budgets and recommendations for upgrading existing systems”
Mr. Heneghan puts in countless hours to run the technology systems for the County. He does this work over and beyond the regular 9 AM - 5 PM work schedule, ensuring everyone has the important connections we all depend upon to keep our County government running smoothly.
The IT page on the County website states, "The Department of Information Technology is involved in agency planning, design and implementation of information technology and communications systems for the County which includes, but is not limited to, designing, deploying and administering information systems, applications, network infrastructure, telephony, mobile communications and devices, websites and data storage, and any other information technology now or in the future."
