Northampton County has an economic development professional which is actively connected to the Virginia Economic Development Partnership and other allies in the region. The economic development office serves to assist local business as an ombudsman for issues related to business growth and expansion. It also assists businesses which are looking at the opportunities in Northampton and wish to have site selection, start-up or other assistance. In addition the office manages incentive funds that can aide in new and expanding businesses which are adding investment and jobs to the community.
The Finance Department works in conjunction with the County Treasurer's Office to insure the financial integrity of the County government's operations. Its responsibilities include financial reporting, budget preparation and monitoring, debt management and financial accounting. The department performs activities such as payroll and accounts payable and reports monthly to the Board of Supervisors on the County's financial position and budget performance. The department is also responsible for maintaining fixed asset records, grant reporting and preparation of the Comprehensive Annual Financial Report (CAFR). Human Resources is a shared function with the Administration Office.
The Northampton County Department of EMS prides itself as being a combination career and volunteer department. While our Volunteer Division is new, it is growing and is a primary focus of our current recruitment efforts.
The Planning and Zoning Department administers the County's land use regulations. Department staff perform zoning and development review and serve as the first contact for developers and landowners who are considering new development or changes to existing development. Most importantly, the Planning and Zoning staff work alongside the community's citizens to create the long range goals, plans and strategies that shape the future of Northampton County.
The Building Department administers the building and construction regulations and associated laws of the Commonwealth and County, in a courteous, responsive, and professional manner, contributing to the safety, well being and general interest of citizens.
The Code Compliance department’s goal is to provide for the safety, health and welfare of the citizens of Northampton County through effective enforcement of Northampton County ordinances.
The Northampton County Parks & Recreation Department provides facilities and programs to serve the leisure, social, cultural and recreational needs of the community. Programs are provided at schools, athletic fields, parks and other facilities located throughout the County. Information is gathered from the community to determine the need for services.
Approved as a new department for FY04, the Information Technology (IT) Department provides computer support services to County Departments and Constitutional Offices. IT provides assistance with the development, operation and maintenance of computer systems in order to increase staff productivity and efficiency through improved information systems and services.
The Northampton County Department of Social Services' mission is to provide benefits and services to the citizens of Northampton based on programs established by local, state and federal laws and policy. The department's focus is to prevent dependency and encourage self-sufficiency; preserve and restore family stability as well as promote and protect the well-being of adult protective services, foster care, employment services, food stamps, temporary assistance to needy families, Medicaid and day care.
The Public Works Department provides the maintenance and repairs of all County owned property, equipment and facilities other than vehicles, and property owned by the school system. This department provides: basic maintenance, repairs and installation of building related mechanical equipment, electrical systems, plumbing, sanitation, and furnishings; maintenance of interiors and exteriors of buildings, parking lots, boat ramps, no-wake signs, fences and similar structures; support of the emergency services department during hurricanes, winter storms and similar events; support of the landfill during staffing shortages.
The County’s Solid Waste Management & Recycling Department includes Solid Waste Collection, Disposal and Transportation to and from the County Transfer Station to a final off-Shore disposal location. On-site operations include the closed and capped landfill disposal areas, leachate collection, groundwater and gas monitoring wells and the transfer station with two weigh scales and computerized data collection.
This Department also oversees the operations of the six, manned waste collection sites (also known as convenience centers), established in support of Board-adopted Goals & Objectives. These sites offer safe, clean and environmentally secure solid waste disposal as well as recycling opportunities for the County’s citizens by reducing the number of unmanned greenbox locations from approximately 28 randomly placed sites to 6 strategically located waste collection centers.
