PUBLIC HEARING
Pursuant to the Code of Virginia Section 15.2-2507, the Northampton County Board of Supervisors will hear public comments on the following proposed amendments to its Fiscal Year 2025 County Budget on Tuesday, June 13, 2025, at 6:00 p.m. in the Board Room of the County Administration Building, 16404 Courthouse Road, Eastville, Virginia.
At the end of each Fiscal Year, the surplus in the School Operating Fund is transferred into the School Capital Improvement Fund (Fund 395) per the Northampton County Budget Resolution, to be utilized for funding projects in the adopted School’s Capital Improvement Plan. In FY 23, no transfer was recorded due to delays with finalizing the Annual School Report and Year-End closeout, so the FY 23 School Operating Fund surplus of $3,246,622 is currently in Fund 910 Fund Balance.
In November of 2023, when the Middle School/High School Enhancement Project was approved, budget documents showed that $2,468,716 was reserved in the School Capital Improvement Fund to go toward the cost of the project. Therefore, in alignment with the County’s practice of reserving project funds (initiated on June 11, 2024), $2,500,000 (rounded) of this transfer will be designated as Fund 395 Fund Balance – Reserved for Enhancement Project, with the remaining $746,622 being designated as Fund 395 Undesignated Fund Balance for appropriation on future projects.
The requested appropriation is as follows:
1. Fund 910 School Operating Fund
a. Appropriated Fund Balance - Increase by $3,246,622
b. Transfer to CIP Fund - Increase by $3,246,622
2. Fund 395 School Capital Fund
a. Transfer from Fund 910 - Increase by $3,246,622
b. Contingency - Increase by $2,500,000 (for Reserved Fund Balance)
c. Contingency – Increase by $746,622 (for Undesignated Fund Balance)
Please note that this appropriation is a budgetary transaction to reflect reclassification of Fund Balance between funds, and does not represent an appropriation to expend funds.
