Bids including demolition and removal on the above referenced demolition projects individually or as a cost lump sum will be received by the County Administrator at PO Box 538, 16404 Courthouse Road, Eastville, Virginia 23347 by 3:00 p.m. local prevailing time, Friday, October 27, 2023, and then publicly opened. The County will award the project on either a lump sum bid or with each structure listed separately. Sealed bids shall be marked “Unsafe Structure Demolition Bids.” Northampton County reserves the right to accept or reject any and all bids in whole or in part; to waive any informalities or irregularities in the bidding. SPECIFICATIONS
1. This bid is to remove any building or wall listed on Exhibit A, which endangers the public health or safety of other residents of the County. The successful contractor will be contacted, and agrees to perform these services for the County prior to and billed by January 25, 2024.
2. Sealed bids will be received until 3:00 p.m., Friday, October 27, 2023, in the office of the County Administrator, P.O. Box 66, and 16404 Courthouse Road, Eastville, Virginia 23347. Bids will be opened and read aloud at that time. Faxed responses shall not be acceptable.
3. Separate bid prices are required for each structure.
4. Contractor must have proof of licensure required under Virginia Law. Work under this contract can be cancelled by the County with 30 days’ written notice to the contractor.
5. Acceptance of a bid by the County of Northampton is not an order to proceed. The contractor is responsible for obtaining any and/all necessary demolition permits and/or building permits. Building permit fees will be waived by the County.
6. All bids shall be made in ink or typewritten. No erasure permitted. Verify your bid before submission as it cannot be withdrawn or corrected after being opened.
7. Contractor agrees to carry and to furnish certificates from its insurance carriers that it carries insurance. Contractor agrees to indemnify and protect the County against all liabilities, claims or demands for injuries or damages to any person or property growing out of negligence in the performance of this contract.
8. The County of Northampton reserves the right to reject any or all bids, in whole or in part, to waive informalities and technicalities, to request re-bids, and to award the bid in the best interest of the County.
9. The contract will be awarded or the bids rejected as soon as reasonably possible, but not later than twenty (20) days after the date of opening bids.
10. Please be advised that the Northampton County Transfer Station accepts demolition site debris. Debris can be disposed at the Northampton County Transfer Station at no cost to contractor.
11. Contractors who will utilize the Northampton County Transfer Station must notify Janice Williams at least one day prior to beginning demolition work. Please specify where the structure is located. [757] 678-0440, Ext. 516 or email: [email protected]
12. Payment terms: 30 days after completion and acceptance of work by the County.
Exhibit A
Scope of Work
1. Contractor must obtain all required State and local licenses and certifications.
2. Contractor must obtain all required State and County demolition permits.
3. Contractor must dispose of all debris in full compliance with all State and County codes and ordinances. Upon request by the County, the Contractor must identify the location where materials are to be disposed.
4. Under no circumstances can debris be buried at the site. Debris can only be burned after obtaining all County and Fire Department permits.

1. 27397 Dunton Cove Road: Tax Map 00106-0A-00-0000043: Demolish and properly dispose of structure owned by Danny Eugene Fox. Remove and dispose of all debris/building material from the site. Provide grading of lot to comply with Northampton County Building Official’s requirements.
2. 8446 Bayford Road: Tax Map 00020-06-00-000000A: Demolish and properly dispose of structure owned by Georgie B Savage. Remove and dispose of all debris/building material from the site. Provide grading of lot to comply with Northampton County Building Official’s requirements.
3. Culls Drive: Tax Map 00084-0A-00-0000120: Demolish and properly dispose of structure owned by Bayview Citizens for Social Justice. Remove and dispose of all debris/building material from the site. Provide grading of lot to comply with Northampton County Building Official’s requirements.
4. 29182 Arlington Road: Tax Map 00112-0A-00-0000046: Demolish and properly dispose of structure owned by Elizabeth Graves, Samuel Spady Sr. Remove and dispose of all debris/building material from the site. Provide grading of lot to comply with Northampton County Building Official’s requirements.
