PUBLIC NOTICE
BOARD OF EQUALIZATION For THE COUNTY OF NORTHAMPTON

Public notice is hereby given that the Board of Equalization for the County of Northampton will meet on the days hereafter listed for the purpose of hearing property owners who believe their real property assessment is inaccurate. Upon hearing such complaints, either verbal or written, the Board will give consideration TO EITHER INCREASE, DECREASE, OR AFFIRM such real estate assessment. The taxpayer or agent must provide a preponderance of evidence that the assessment of the property is not uniform with the assessments of other similar properties or that the property is assessed above or below its fair market value.

Appointments will be scheduled every 30 minutes to minimize waiting. To appear before the Board of Equalization, please call (757) 695-9300, between the hours of 9:00 A.M. and 5:00 P.M., Monday thru Friday, to request an application. Meetings of the Board to hear objections will be held in the conference room on the second floor of the County Administration Building at 16404 Courthouse Road, Eastville, Virginia, 23347. The dates and times are:

July 31, 2024 9:00 A.M. to 12 P.M.
August 2, 2024 9:00 A.M. to 12 P.M.
August 23, 2024 9:00 A.M. to 12 P.M.
September 18, 2024 9:00 A.M. to 12 P.M.

NOTICE OF PUBLIC HEARING


The Northampton County Board of Supervisors will hold a public hearing commencing at 6:00 p.m., on Tuesday, September 10, 2024, in the Board Room of the County Administration Building, 16404 Courthouse Road, Eastville, Virginia, to afford interested parties the opportunity to be heard or present written comments regarding the following ordinance:

AN ORDINANCE PROVIDING FOR MONETARY BONUSES FOR CERTAIN COUNTY EMPLOYEES

The purpose of this ordinance is to provide one-time bonuses to certain Northampton County employees – the communication officers of the Sheriff’s Office – in response to donations received by the Towns of Exmore and Eastville for this purpose.

A copy of the proposed ordinance is available for public review at the County Administrator’s Office, Eastville, Virginia, during normal business hours.

NOTICE OF PUBLIC HEARING


The Northampton County Board of Supervisors will receive public comment at its meeting on Tuesday, September 10, 2024, beginning at 6:00 p.m. in the Board Chambers, 16404 Courthouse Road, Eastville, Virginia, to afford interested persons the opportunity to be heard or to present written comments concerning a proposed amendment to the Enterprise Zone. The proposed amendment provides for a series of Local Incentives which are available to businesses within the Enterprise Zone as outlined below:

1. Grant for five years for Machinery and Tools tax of 50% of the increase in tax paid. Requires a minimum of $50,000 investment

2. Grant for five years for Business Personal Property tax of 50% of the increase in tax paid. Requires a minimum of $50,000 investment

3. Grant for five years for Real Estate tax for 50% of the increased valuation for new business construction or rehabilitation which does not qualify for the current business Property Rehabilitation Tax Assessment relief. Increase in valuation must exceed $100,000.

4. Grant for five years for Food/Beverage and Transient Occupancy Tax of up to 50% of the increased revenue impacted by improvements to the site, extension of utility services, or improvements to public infrastructure. The funds can only be used to offset those expenses. This is for properties outside of incorporated Towns. Towns may provide their own incentives as they would be receiving those particular taxes.

5. Up to 75% of certain development fees and permits can be rebated.

6. Façade improvement grant up to $2,500 with a one-for-one match by business.

7. Maintain current business Property Rehabilitation Tax Assessment relief program.

These incentives are in addition to any incentives offered by the State or Federal agencies. Increases in valuation cannot come from assets transferred from within Northampton County.
Some payments may be rebates from the County while others must be grants from the EDA. All payments would be made only after the investments and tax payments are made by the business.

ATTENTION NORTHAMPTON COUNTY CITIZENS


Effective August 1, 2023, Tidewater Fibre Corporation, the County’s recycling vendor, will cease servicing the Eastern Shore.

After August 1st, we will be utilizing Shore Waste of Salisbury, Maryland. Shore Waste works in cooperation with Eagle Recycling (also in Salisbury) for acceptance of our single-stream recycling products, WITH THE EXCEPTION OF GLASS. Glass is NOT acceptable by the vendor.

Understanding that glass makes up a significant portion of our recycling stream, a separate container will be placed at each convenience center for glass while we continue our efforts to find a vendor who will accept glass products.
Please do not put glass into the recycling bins. It contaminates the entire load and will cause the load to be rejected by the recycling vendor.

ATTENTION NORTHAMPTON COUNTY PROPERTY OWNERS AND CONTRACTORS

If you are planning to do work on or near the water by or within beaches or dunes, or near or in wetlands, call the Planning Permitting and Enforcement Department at (757) 678-0443 before starting any work to obtain required permits.

Work without a permit within the Wetlands Board Jurisdiction may result in a violation with fines up to $10,000 for the contractor and the property owner.
